This is one of the main characters from the anime series Rozen Maiden.
Boy did I have a field day putting this together!  The reason behind drawing this character, besides the obvious fact that her doll-like outfit is just killer, is all the detail involved in both the lineart and coloring. I felt like I haven't done something very detailed lately, so I took this character as a sort of refresher for myself. The overall drawing looks a lot like an already pre-existing artwork form the series, but I tweaked the pose a bit and, in my opinion, made her older looking compared to the official art from the series.
